Diaspora Fund

A pooling mechanism that supports the review and visibility of verified territorial projects, within a transparent governance framework.

What is the Diaspora Fund?

The Diaspora Fund is neither a vehicle for raising nor managing capital on behalf of third parties: the portal carries out no financial transaction and holds no funds on behalf of investors. It is a support mechanism that finances the review, verification and visibility of territorial projects, in order to reduce the information asymmetry between the diaspora and local project sponsors.

In practice, an investor who expresses interest in a project is put in direct contact with the project sponsor. The terms of investment, donation or loan are then freely defined between the two parties, outside the portal, in compliance with the applicable regulatory framework.

The organization's published impact framework provides for no capitalisation of the Diaspora Pilot Fund before year 3: the year 1 target is €0, in regulatory preparation. The activation of a management fee on a possible structured investment fund is therefore not envisaged before that horizon, and would first require a secured regulatory framework in the relevant jurisdictions.

Fund governance

  • A Selection Committee reviews every project submission before it is published on the portal.

  • The Audit Committee, established by Article 16.2 of the statutes and independent of the Board in the exercise of its control mission, is tasked with ensuring the reliability of financial information and assessing the effectiveness of internal control arrangements. Its composition will be published once it is constituted.

  • The Board of Directors, made up of three to nine members elected by the General Assembly for a three-year term, sets the direction of the mechanism; its composition aims for a balanced representation of the diaspora’s main regions of residence.

  • The statutes provide for the annual publication, on the official portal, of a financial transparency report setting out the origin and allocation of resources (Article 17.3). No report has been published yet.

Project eligibility criteria

  • The project is carried by an identified local structure (cooperative, association, SME or group) based in Cameroon.

  • The project sponsor provides the required verification documents (legal statutes, feasibility study, sector-specific authorizations where applicable).

  • The project has a clear territorial anchoring and a direct, measurable impact on local employment or access to an essential service.

  • The project sponsor accepts transparency monitoring on the use of the amounts received (six-monthly progress report).

  • The project's sector falls within the portal's priorities: agriculture, energy, health, education or craftsmanship.

As the portal carries out no transaction, it can only publish what supported project sponsors declare in their progress reports. As no project has been supported yet, this page presents no amount today.

The financial transparency report, published annually in accordance with Article 17.3 of the statutes and Article 7 of the Governance Code, incorporates the Audit Committee’s report.
